Paragraph 84 Landscape Design
A 'Paragraph 84' refers to paragraph 84 of the National Planning Policy Framework that provides exceptional circumstances to permit the construction of isolated dwellings within the countryside.

Paragraph 84 is a unique regulation of the National Planning Policy Framework (NPFF) developed to ensure an 'exceptional quality design that reflects the highest standards in architecture'. Current legislation states to achieve it, the proposed development must:
- Be of exceptional quality;
- Be truly outstanding;
- Reflect the highest standards in architecture;
- Raise standards of design more generally in rural areas;
- Significantly enhance it's immediate setting; and
- Be sensitive to the defining characteristics of the local area.
Paragraph 84 of the National Planning Policy Framework (NPPF) allows for development in rural areas under the above conditions, particularly if it supports economic growth & meets specific criteria. Ensuring the proposal aligns with these criteria requires a deep understanding of planning policies & local regulations.
Local Planning Policies often add additional layers of complexity. Landscape architects must demonstrate that the development meets both national & local policy requirements, which can vary by region.
Environmental Assessments (EA0 & Landscape & Visual Impact Assessments (LVIA) are often required to evaluate how the development will affect the local environment & landscape. Mitigating any negative impacts & demonstrating environmental responsibility is crucial.
